Nasecore seeks stop to planned rate hikes

THE NATIONAL ASSOCIATION OF ELECTRICITY CONSUMERS FOR REFORMS (Nasecore) has filed six petitions before the Energy Regulatory Commission seeking to stop three government agencies from increasing their rates.
In a statement, Nasecore said it had filed separate petitions against the National Power Corp., Power Sector Assets and Liabilities Management Corp. and the NPC-Small Power Utilities Group (NPC-SPUG).
Nasecore, which seeks to protect the interest of ordinary electricity consumers, cited the same reasons in five other petitions it had filed before the ERC.
“Any adjustment in the rates of applicants will obviously affect the monthly electric bills of the consumers,” said Nasecore president Pete Ilagan.
On behalf of the electricity consumers, Nasecore said it wanted to contest PSALM’s application to recover P470 billion of Napocor’s stranded debts, and another P22 billion in stranded contract costs of seven independent power producers in the Luzon grid.
These would translate to an additional charge of 30.49 centavos per kilowatt-hour and 9 centavos per kWh respectively to be reflected under the universal charge component of the electricity bill.
In another petition, Napocor seeks to increase power rates in Luzon by P1.5058 a kWh and in the Visayas by P1.3383.
Power rates in Mindanao, on the other hand, would go down by 9.52 centavos per kWh under its application for the 14th installment of the Generation Rate Adjustment Mechanism (GRAM) and the 13th installment of the Incremental Currency Exchange Rate Adjustment (Icera).
NPC-SPUG, meanwhile, had proposed to recover some P3.58 billion for fuel and P583.26 million for foreign currency exchange costs it incurred last year.
SPUG is Napocor’s missionary electrification arm, providing electricity to remote islands and far-flung, inland barangays that are not connected to any of the main grids.
